The Fairbanks Area Surface Transportation (FAST) Planning UPWP for Federal Fiscal Years 2023 and 2024 has been released for 30-day public review and comment.
The UPWP serves as a management tool that identifies the work tasks, timeline, staffing needs, costs, and funding sources for all FAST Planning’s transportation planning and programming activities within the Fairbanks and North Pole area. The primary funding source for FAST Planning’s work tasks comes from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) of the U.S. Department of Transportation.

The FAST Planning public hearing requirements agree to use the TIP development process to satisfy the public hearing requirements of Section 5307(c). The public notice of public involvement activities and time established for public review and comment on the TIP will satisfy the program-of-projects requirements of the Urbanized Area Formula Program. See 23 C.F.R. Part 450 and 49 C.F.R. Part 613 (specifically Subpart B, “Statewide Transportation Planning,” and Subpart C, “Metropolitan Transportation Planning and Programming”). The public involvement process is described at 23 C.F.R. Section 450.316(b).
